ACA / CAC Audits - May 2003
On May 19 - 22, 2003, the Division of Criminal Justice Services underwent two
audits by the American Correctional Association Commission on Accreditation
for Corrections. The auditors were Debra Burnette Weaver (Audit Chair), a
Probation/Parole Manager from the Tennessee Department of Corrections, and
Suzy Milner, a Correctional Consultant from Indiana.
The first audit was held May 19 & 20 for the Secure Transitional Offender
Program (S.T.O.P.) facility under the Performance Based Standards for Adult
Community Residential Services, 4th edition. S.T.O.P. was audited less than ten
months after opening - a process which normally takes a minimum of eighteen
months. This facility was audited on 212 standards, 27 of them mandatory.
An agency seeking accreditation must be found in compliance with 100% of
mandatory standards and 90% of non-mandatory standards. This audit was
unique as S.T.O.P. is a cooperative venture which includes the Montgomery
County Jail and the Mon Day Community Correctional Institution, both of which
provide services to S.T.O.P., and both of which are accredited by A.C.A.
S.T.O.P. was found in compliance with 100% of mandatory standards and 98.9%
of non-mandatory standards.
The second audit was held May 21 & 22 for the rest of the Division. The
Division was the first agency in the country audited under Performance Based
Standards for Adult Probation and Parole Field Services, 4th edition. This audit
was a field test of these new performance based standards, and the Division will
have the opportunity to give the Commission feedback about the standards.
This audit was also unique as it is the first time the Division was audited not
only for the probation standards but also for the pretrial standards. The audit
included 183 applicable standards, two of them mandatory. This was the sixth
audit for the Division, the previous five being under the Adult Probation
Department. The audit found the Division in compliance with 100% of both
mandatory and non-mandatory standards.
Both audits included not only a review of policy and procedure but facility tours
and interviews with staff and offenders. The auditors were impressed with the
wide range of services available to offenders, and the quality and
professionalism of the staff. They had positive remarks about the merger of
probation and pretrial services under the new Division, as it enhances services
to the public, the Court, and to offenders. The auditors were impressed with
the cooperation of multiple departments in both audits, especially at S.T.O.P.
where the Sheriff’s Office and Mon Day provide critical services.
