Judge O'Connell was elected a General Division Judge in 2006. He is Chair of the Judicial Security Committee and serves on the Judicial Civil Practice, Jury Management, Technology and Personnel Committees.

Judge O'Connell received his B.A. from the University of Dayton in 1977 and his J.D. from the University of Dayton School of Law in 1980.

From 1980-1990, Judge O'Connell was in the private practice of law. He maintained a general practice with Baver, Messham & Bookwalter Co., L.P.A. initially, and then with Ensley & Eilerman Co., L.P.A. In 1990, Judge O'Connell was appointed as a Referee in the General Division. He served in that position for 16 years with the last 3 years as Chief Magistrate.

Judge O'Connell is a member of the American, Ohio and Dayton Bar Associations, and the American Judicature Society.

Judge O'Connell has taught continuing legal education seminars for the Dayton Bar Association, Ohio Association of Magistrates and the Ohio Common Pleas Judges Association. He is a former member of the Board of Trustees of the Ohio Association of Magistrates.

Judge O'Connell is a mentor for elementary students in the Dayton Public Schools.
